New moon will be born at 11:48 (UT) on Tuesday 15th May 2018.

Conclusion:

The moon will not be visible anywhere in the world on the evening Tuesday 15th May 2018.

The rules of the Umm al-Qura calendar system of Saudi Arabia allow for the start of the new Islamic month on the (their) 29th night if:

1. The geocentric conjunction (new moon) occurs before sunset over Mecca. 
2. The moon sets after the sun over Mecca

The moon at sunset in Mecca will be 4 hrs 4 Mins old and will set after 2 minutes. The rules of the Umm al-Qura calendar will be met but historically when the moon sets very close to the sun, Saudi Arabia have broken away from their fixed calendar.

The following evening (Wednesday 16th) the moon will be easily visible in many parts in the world including locations east of the UK.

1st day of Ramadhan is expected to be Thursday 17th May 2018.
