New moon will be born at 2:31 (UT) on Saturday 24th June 2017.

Conclusion:

 

The rules of the Umm al-Qura calendar system of Saudi Arabia allow for the start of the new Islamic month on the (their) 29th night if:

1. The geocentric conjunction (new moon) occurs before sunset over Mecca. 
2. The moon sets after the sun over Mecca

The moon at sunset in Mecca will be 13 hrs 35 Mins old and will set after 22 minutes. Saudi is expected to announce Eid-ul-Fitr as Sunday 25th June 2017. 

There is only a small chance of the moon being seen with the naked eye east of the UK on the evening Saturday 24th June 2017.

Muslims and Astronomers from across the world search for the new moon at the start of each Islamic month. Their findings are posted on the Internet on sites such as www.moonsighting.com.

Conclusion:

The moon is not expected to be seen anywhere east of the UK on Saturday 24th June 2017 but will be easily visible the following evening (25th) across much of the world. On this basis Eid-ul-Fitr is expected to be celebrated on Monday 26th June 2017.
